The Life-Changing Power of a Tax Refund Employment Partnerships Pay Off Building Support for FAIM with Rep. Huntley

Pam Johnson from the Minnesota Community Action Partnership (MNCAP) some of the CAD staff and board for a meeting with state Rep. Tom Huntley to discuss restoring

We’re in the thick of the tax season now and in the midst of all the paperwork and jargon, it’s easy to overlook the real impact of our work.

The people who come to us for tax prep give us the story of their life during the past year. They bring their W2s, their certificates of rent paid, their donation receipts, and their medical bills. They bring their student loan and mortage interest statements, and their Social Security income statements. They bring us these documents, and they trust that we can help them settle accounts with the government, and maybe get a refund.

Jillian is one of 1,500 people we’ll serve this year and she trusted us with her story of 2012. After we prepared her return, she told us that she wants to use her tax refund to help pay off the debts that are keeping her family from home ownership. We’re honored to help her do this.

We’d like to extend a huge thank you to the funders of our tax site, and to the volunteers that help it to run. Without you, we wouldn’t be able to help people like Jillian accomplish their goals. Thank You!

Marcia Canty is a young mom who we came to know as one of our trusted child care contractors. She’s always been a joy to be around, and over the past few years, she proved herself as a hard-worker. In 2011, Marcia began participating in our Bridge to Employment Program, through which we’ve coached her on employment skills and advocated on her behalf.

We have a special partnership with St. Louis County that connects people of color receiving MFIP (welfare) benefits with internships with the county. Through this partnership, Marcia applied for a Clerical Support Trainee internship at the client reception area of the government services center. After what her hiring manager called “a great interview,” Marcia was offered the internship in November, and has been exceeding expectations ever since.

Marcia is learning new computer and clerical skills. She’s also building up her resume. Both of these will help her in and training in many computer and office skills that will build her experience and her resume in ways that will be a big help when she seeks follow-on employment.

state funding for the Family Assets for Independence in Minnesota (FAIM) program. This program matches the money of low and moderate income people as they save to buy a home, complete their education, or invest in a business. Part of the funding for the program comes from the federal government, but these funds need to be matched by state monies. This state funding was cut in 2011.

CAD has operated the FAIM program since 2003, and dozens of participants have achieved stability because of assets they’ve built through the program. At our meeting, two past FAIM participants shared the story of their journey to homeownership. MNCAP recently completed an assessment of return on investment from FAIM. To give one example from the report, it concluded that,  “for every $1.00 spent on FAIM matching fund [for education], $1.57 in government funds was generated or saved in just one year.”

Rep. Huntley was very supportive, and in his role as chair of the MN House Health and Human Services Finance Committee, he’ll be an important ally in the effort to restore funding to this important asset-building tool.
